Introduction

SHAPLA NEER=Citizens’ Committee in Japan for Overseas Support (SHAPLA NEER) is a Non-Profit organization established in 1972 by a group of young and dedicated Japanese volunteers who came to Bangladesh immediately to participate in the rehabilitation program of the badly war-affected country. Since then, SHAPLA NEER has been working with disadvantaged and vulnerable people not only in Bangladesh but also in South Asian Countries

Mission

To improve the living conditions of underprivileged communities in South Asian countries through domestic and international activities and services that focus on solving current socialeconomic issues.

Vision

On the basis of voluntary participation and responsibility of the citizens in Japan, SHAPLA NEER is aiming at the realization of the society that all people can develop their potentialities through necessary activities of development cooperation for the solution of the problems of the modern societies that is symbolized to the North-South problems.

Values

The society we aim for is "the society in which the rich potential of each person blooms." There are five values ​​that Shapla Neer has cherished in order to move toward that goal. We also see it as a value that we want to deliver to society as a whole.

1) No Aid

The problems of poverty, discrimination and oppression have their roots in the way the world and societies be, and in order to analyze them, it is necessary to build on the facts that exclude hallucinations and beliefs. In conducting activities, we always emphasize the way in which the parties themselves think about the structure and cause of the problem and how to solve it. We do not simply supply goods and services, but aim for a fundamental solution to the problem.

2) Encourage self-reliance

In the field of programs, we think it is important for the person who faces the problem and the people around the person to take the lead. Therefore, it is important that they or organizations such as local partner organizations work to solve the problems by themselves. Shapla Neer assists as an outsider and mediator with the understanding that these processes empower the people.

3) Think together

As our name "Citizens’ Committee in Japan for Overseas Support” shows, Shapla Neer has taken approaches that involves not only the parties facing the issues directly but also the community surrounding in tackling the issues they are trying to solve. Also for Japanese citizens, with the motto of "thinking together and support together", we have made the issues to be the issues of "everyone". In order to solve social problems, we consider the existence of various parties who are deeply involved in the structure and causes of the issues, and we strengthen our efforts to reach out to such individuals and organizations. Based on the recognition that fundamental problems cannot be solved unless the community and society would change, we will always be aware of efforts to reach out to the surrounding people and organizations.

4) Learn from the field

While advocacy for governments and citizens is necessary to aim for social change, the message conveyed there must not deviate from the reality of the field. We always learn from the field and deliver the message what we have learned to the society from a realistic perspective.

5) No one is left behind

There are people who are marginalized in the region or the society, or the ones who cannot access or utilize social security systems of the government or the nation, support measures by NGOs, etc., due to some restrictions such as economic poverty, social discrimination, geographical disparity. As seen in the spread of COVID-19, those who were economically and socially left behind were left out from support even in the time of emergency. Even before the adoption of the SDGs, we have been proud of to support those left behind. When we do activities, we are always aware of the existence of these people and give priority to them. In addition, we will not forget the perspectives of issues that are not socially recognized and neglected.
